Only 45% of people who took part in a survey say airports and airlines are prepared for the upcoming busy summer period.
The figure was revealed by the Civil Aviation Authority, which surveyed 1,000 British travellers.
Of those who are confident the industry is prepared for summer, 40% said they experienced some form of disruption in the past year.
The most common cause of disruption reported were delays (31%), followed by 13% of consumers affected by cancellations, 9% affected by strikes and 7% having their luggage lost or damaged.
The regulator has urged the industry to work together to keep passenger disruption to a minimum in the coming busy periods.
